APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be corrected to show foreign service time in Vietnam.
APPLICANT CONTENDS THAT:
The unit he was assigned to at , performed temporary duty
(TDY) in , and , and rotated into Vietnam to perform
aircraft maintenance on C-130s. He should be credited for
approximately four months of foreign service time in Vietnam.

Exhibit A.
STATEMENT OF FACTS:
On 29 Oct 65, the applicant initially entered the Regular Air
Force.
On 11 Feb 69, the applicant was furnished an honorable discharge
and was credited with 3 years, 3 months, and 13 days of active
service, which included 8 months and 12 days of foreign service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial indicating there is no evidence of an
error or an injustice. After review of the applicants personnel
record and the information provided, foreign service boots on the
ground can be validated in the United Kingdom and Japan, but the
applicants records did not include any evidence of foreign
service boots on the ground in Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant describes the circumstances under which his foreign
service was performed and contends that he served in Vietnam
(Exhibit E).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission, to include his
rebuttal response, in judging the merits of the case; however, we
agree with the opinion and recommendation of the Air Force office
of primary responsibility (OPR) and adopt its rationale as the
basis for our conclusion the applicant has not been the victim of
an error of injustice. Therefore, in the absence of evidence to
the contrary, we find no basis to recommend granting the requested
relief.
4. The applicants case is adequately documented and it has not
been shown that a personal appearance with or without counsel will
materially add to our understanding of the issues involved.
Therefore, the request for a hearing is not favorably considered.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
